Program that would allow for costum shortcuts system wide?

Would it currently be possible to implement with nDless some kind of program compared to WinHotKey for Windows, in which I could customize shortcuts to execute a task or program?
For example, if I press
, it would open Ndless Commander. If I press
it would open the scratchpad and then the conversion assistant.
Do you think this could be accomplished? And even, do you think it is a good idea?
