On the one hand, the Nspire has (much) more Flash and RAM; on the other hand, it's a closed platform, and TI actively fights its users' right to execute native code on the Nspire, which means, for practical matters, that the most efficient image viewers and programs are part-time unusable...
mViewer GX Creator for the Nspire is a great tool, whose main upside it that it's permanently accessible to users (without Ndless), but whose downside is that it hits all of Lua's peculiarities, limitation and relative slowness. We've spent hours trying to optimize it, to little avail...
Do you recommend me to upgrade from V200 to Nspire?
For school math purposes, the TI-68k series is pretty good already. The Nspire series' CAS is a slightly spruced up version of the TI-68k series' CAS: several limitations were lifted and several bugs were fixed, but the core remains the same as on the original TI-92 from 1995, and TI has been adding lots of brand-new bugs in the OS 3.x series: OS 3.0.1.1753 in April 2011 was probably the worst, but even its successors from the past three years (3.0.2.1791/1793, 3.1.0.392, 3.2.0.1212/1219, 3.2.3.1233, 3.2.4.1237, 3.6.0.546/550) contain bugs which no previous Nspire or TI-68k OS version ever had.
For document reading purposes, the newer and more powerful Nspire series can obviously do better than the TI-68k series, and the gap between the Nspire and the much less powerful (but more popular due to not being forbidden in some relevant exams) TI-Z80 series is wider.

Do you think that a App like Notefolio will suffer changes to be used in Win 8?
Exists a way to when I pass documents with mViewer to open with Tictexpv, the text being the same size of the calculater window? So I only have to scroll up and down and not to the right and left to...

Very unlikely: TI has given up on the TI-68k series since 2005. Not updating TI-68k-related software is just one of the tricks used by TI to try and force people to switch to the Nspire instead. Other tricks include raising the price tag of the TI-68k series to insane levels (even more expensive than the Nspire), not updating the OS or FlashApps, etc.

Nope, tictexpv doesn't implement image scaling.
