one thing im noticing is that when i launch the downgradefix and plug in the usb it doesnt connect with the pc. any idea how to fix that?

You just need to reset and try again.
That part is random as the OS is not always stable once downgradefix has been launched.

i did already try the second option in the tutorial (launching the fix, then resetting and deleting the os) and that didnt work either. ill just try it again.

when installing 3.6 does the cable have to be plugged in?

Once the OS has been sent to the calculator, you may unplug the cable.

i am currently installing 3.9.0 while running 3.6 to see if the problem is 3.6 specific or happens in everything other than 3.9.1

Edit update: same problem on 3.9.0
