Can you use the tool, for example, on BOOT code 5.3.6 on TI 83 Premium CE Python Edition? I'm planning on buying one (mainly because of faster flash).

The tool should work.
But OSes older than 5.3.6 compatibility is unknown.

Thanks! To test the compatability when I buy the calc, I will dump it's ROM and try it in CEmu.

Versions 5.3.6+ work in CEmu.
But this doesn't prove that older versions won't have problems on the TI-83 Premium CE Edition Python.
For example, installing versions older than 5.1.5 on TI-83 Premium CE (or TI-84 Plus CE) with Boot Code 5.1.5+ is a first step into bricking them.

It could brick it but won't reusing the tool fix it? I do remember that installing an OS too old does set it to a high value but can the tool be used again to to set it to a normal value? I mean, I don't need to use the exam mode and not that I will use the Asm84CEPrgm token so I will probably buy 83PCE Python Edition anyway.

If the new OS is working, yes you can reuse the tool.
But it's not been designed to deal with unexpected issues.
