Is there any way to change the icons or background on the TI-nspire CX 4.2 ?
The living legend, never online, everyday checking

No, sorry. 
- Some old 3.0.0.1045 development OS did include such feature, but it was removed before the release.
- with Ndless, you've got ThemeEditor by Levak, but it has never been updated since OS 3.1
